Council could lose Canadian grant that Central Gov’t failed to advise was available; Mussington suspects malice

The Barbuda Council might not be able to access a Canadian Government grant through the Caribbean Development Bank (CDB) before it expires, owing to Central Government’s negligence.

Apparently, the grant had been made available to the Council   since 2017 and the CDB selected to manage the disbursements.

Reportedly, however, Central Government failed to inform the Council, which found out about the funds only last year, 2023.

And if the funds are not utilized by this year, 2024,  the grant money will revert to the Canadian Government.

Councilman John Mussington believes the Browne Administration failed to inform the Council about the grant because those he deems “privileged persons at the top” could not benefit from the money.

He reports that the Council has since had meetings with the CDB with the hope of being able to access some of the funding.  However, the Council was advised that it might not be possible in the time remaining.

According to Mussington, the Council is now trying to figure out how best to get the matter sorted.

Meanwhile, Mussington says that monies were also donated to the Council to obtain disaster vehicles – and it might be able to access these funds.

He says it is unfortunate that the Central Government has been sitting on this money for three years and has not acted on it.  And the councilman believes that these acts by the  Browne administration have been deliberate.
